Groundbreaking Ceremony at NSA Souda Bay

NAVAL SUPPORT ACTIVITY SOUDA BAY, Greece — Naval Support Activity Souda Bay and Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) marked the start of construction on the P-903 Joint Mobility Processing Center (JMPC) with a ceremonial wall-smashing competition Aug. 3.

“As engineers, we build to enable the warfighter. But sometimes, to build the future of joint operations, you have to tear down the past first,” said Capt. Andrew Olsen, commanding officer of NAVFAC EURAFCENT. “I am incredibly proud of our NAVFAC team and our contractors for pushing this project into construction."

The new JMPC will consolidate the functions of air operations and transportation within a single facility. The facility will include a modern air passenger terminal with three gates, an air cargo terminal with integrated freezer and cooler capabilities, and consolidated spaces for port operations and supply. When the project is complete, it will allow upwards of 30,000 passengers to be processed annually and support multiple cargo and passenger aircraft simultaneously.

When complete, the 95,000-square-foot, two-story JMPC building and accompanying 110,000-square-foot concrete airfield will enhance NSA Souda Bay’s ability to support joint U.S., allied, coalition and partner nation forces operating across the U.S. European Command, U.S. Africa Command and U.S. Central Command areas of responsibility, helping preserve regional security and stability.

First authorized in fiscal year 2019, the JMPC construction project progressed through required planning, funding and acquisition milestones before NAVFAC awarded a $43.2 million contract for the project on May 23, 2025.

The project’s planned contract completion date is April 2028.

Naval Facilities Engineering Systems Command is the naval shore facilities, base operating support, and expeditionary engineering systems command delivering life-cycle technical and acquisition solutions aligned to fleet and Marine Corps priorities. NAVFAC EURAFCENT supports fleet commanders by providing engineering assessments and agile acquisition strategy, constructing and maintaining shore infrastructure, and maximizing force readiness to enhance warfighter capability. NAVFAC EURAFCENT serves as the engineering link between the shore and the Fleet in the European, African, and Central Command areas of responsibility.
